Ohio Gov. Mike DeWine has signed a two-year, $60 billion operating budget. It flattens the state’s income tax and sets aside $600 million in unclaimed funds for a new Cleveland Browns stadium.

T he Cleveland Browns are closer to constructing a new, enclosed stadium after Ohio Gov. Mike DeWine signed late Monday night a state budget bill that allocates $600 million in unclaimed funds to the project.

In addition, DeWine nullified Ohio’s “Art Modell Law” which required local consent for professional sports teams to move, by saying the law only applied to moving out of state. The budget also allowed for the Browns to keep their share of “sin taxes” from Cuyahoga County.
